Precinct 5 Director Ronnie Hopper announced his retirement from the HPWD Board of Directors on February 25, 2025.  Ronnie has represented Precinct 5 since March 2013, when he was appointed to fill the unexpired term for that position.  "Ronnie Hopper has devoted countless hours of service to HPWD, and we are very grateful for his service," said Board President Lynn Tate.  In recognition of his service, the directors passed a resolution of appreciation for Ronnie's contributions to HPWD.

After accepting Ronnie Hopper's retirement letter, the board appointed Jeremy Reed of Kress, Texas, to fill the unexpired term of Precinct 5 District Director.  Jeremy is the first person from Swisher County to represent Precinct 5 on the HPWD Board of Directors.  Jeremy has served on the Swisher County Advisory Committee since October 2013 and has also served on the research/demonstration committee of HPWD since 2024.  "We are happy to have a person of Jeremy's caliber on the HPWD Board of Directors.  He and his family are great ambassadors for water conservation and the mission of HPWD," said Lynn Tate.

Created in 1951 by residents and the Texas Legislature, the High Plains Water District works to conserve, preserve, protect, and prevent waste of underground water in aquifers within its 16-county service area. HPWD is the first groundwater conservation district created in Texas.
